Are there A&R tools that don't charge per seat?
Very few — most of this category prices per user per month, which is why teams end up sharing one login, and it is the complaint practitioners make about these tools most often in public.
Why seats break here
A&R is not a job anyone does at a desk for eight hours. It is four people who each need the tool intensely for two days and then not at all for three weeks, plus a manager who wants to look at one artist.
Per-seat pricing charges the same for the person who ran forty artists and the person who logged in once. Faced with that, teams do the obvious thing and share an account — which every vendor knows and nobody prices for.
What a wallet changes
A balance, and operations that draw against it. A week that runs nothing costs nothing. Adding a fifth person to a board does not change the bill, because people are not the thing being counted.
